Workforce Development Velocity: Stabilizing the Talent Economy to Accelerate Growth
May 15, 2026 | 11:00 AM – 5:00 PM
Location: 501 Crescent St, New Haven, CT 06515 (Southern Connecticut State University)
Designing the Fastest-Moving Talent Economy in America
Connecticut does not lack talent, organizations, or opportunity.
What it lacks is coordinated speed.
In a volatile labor market shaped by demographic shifts, policy changes, technological acceleration, and rising cost pressures, the greatest competitive advantage will not belong to the state with the most talent. It will belong to the sectors that move talent the fastest.
The Talent Economy is driven, in part, by Workforce Development Velocity, the rate at which a person can stabilize, earn, advance, and sustain upward mobility.
Velocity determines how quickly:
- A parent can secure childcare after being hired
- A student can convert coursework into wages
- A manufacturer can shift demand into staffed shifts
- A displaced worker can re-enter the labor force
- An entry-level employee can become middle income
When velocity slows, employers feel scarcity. Families feel fragility. The state feels stagnation.
Conversely, when velocity increases, growth compounds.
Our Workforce Development Velocity event brings together leaders from business, education, policy, infrastructure, finance, and community organizations to examine one central question:
How do we design the fastest-moving talent economy in the country?

AI: A Changing Landscape — Keeping the Workforce Trained for Tomorrow
Artificial intelligence is transforming how organizations operate, how skills are developed, and how workers prepare for the future. But the pace of change is creating what many leaders describe as “skills whiplash,” a constant need to update capabilities as technology evolves.
This panel brings together leaders from business, higher education, and workforce development to explore how organizations can respond. From microcredentials and continuous learning to cross-sector partnerships, the discussion will focus on how Connecticut can build a workforce that is not only AI-capable, but AI-confident.

Breaking In: New Paths into Growing Careers
People are finding new ways into the workforce, and not all of them follow traditional paths.
This conversation features individuals who pursued non-credit training programs to upskill or reskill into fields like IT, healthcare, cannabis, and AI. They’ll share why they chose this route, what the experience was actually like, and how it translated into real work.
Alongside these firsthand perspectives, we’ll explore what these pathways reveal about how workforce systems are evolving and where they still fall short.

What If We Built the Workforce System From Scratch?
This session is designed to bring together a small group of leaders working across different parts of the workforce ecosystem—data, employers, education, and system-level strategy—to step back and look at the system more holistically.
Rather than focusing only on how things work today, this conversation will explore where the current system breaks down so that we can really talk about what new models, partnerships, or approaches could better support both workers and employers.
